ظرفیت های ژئوپلیتیکی منطقه گرایی اقتصاد دریا محور ایران در حوزه کاسپین

چکیده
ایران به‌دلیل موقعیت منحصربه‌فرد جغرافیایی خود، همزمان به دریای کاسپین در شمال و خلیج فارس و دریای عمان در جنوب دسترسی دارد و این ویژگی، آن را به یک بازیگر کلیدی در معادلات ژئوپلیتیکی و ژئواکونومیکی منطقه تبدیل کرده است. در این میان، دریای خزر—به‌عنوان یکی از مهم‌ترین دریاهای بسته جهان—پس از پایان جنگ سرد، اهمیت راهبردی خود را در حوزه‌های انرژی، ترانزیت، امنیت و همکاری‌های منطقه‌ای افزایش داده است. این پژوهش با هدف شناسایی و تحلیل پتانسیل‌های ژئوپلیتیکی دریای کاسپین و نقش آن در تقویت رویکرد منطقه‌گرایانه در توسعه اقتصاد دریا‌محور ایران انجام شده است. روش تحقیق ترکیبی (کیفی-کمّی) و از نوع توصیفی–تحلیلی است. داده‌های کیفی از طریق مصاحبه‌های نیمه‌ساختاریافته با خبرگان حوزه‌های ژئوپلیتیک، اقتصاد دریا‌محور و مطالعات منطقه‌ای گردآوری شدند و داده‌های کمّی با استفاده از پرسشنامه‌های تخصصی جمع‌آوری و در نرم‌افزار SPSS مورد تحلیل آماری (همبستگی پیرسون و آزمون t تک‌نمونه‌ای) قرار گرفتند. یافته‌ها نشان می‌دهد که موقعیت استراتژیک ایران در جنوب دریای خزر، همراه با ذخایر انرژی، پتانسیل‌های ترانزیتی، و ظرفیت‌های محیطی و فرهنگی این منطقه، زمینه‌ساز گسترش همکاری‌های منطقه‌ای و تقویت اقتصاد دریا‌محور کشور است. همچنین، رابطه‌ای مثبت و معنادار (p≤0.05) بین بهره‌برداری مشترک از منابع دریای کاسپین و توسعه منطقه‌گرایی اقتصاد دریا‌محور ایران تأیید شد. نتایج کلی پژوهش بیانگر آن است که ایران می‌تواند با بهره‌گیری هوشمندانه از موقعیت ژئوپلیتیکی خود در دریای کاسپین و تلفیق منابع استراتژیک، ظرفیت‌های محیطی و سرمایه‌های فرهنگی-اجتماعی، بستری پایدار برای توسعه اقتصاد دریا‌محور فراهم کند. این رویکرد نه‌تنها جایگاه ایران را در ساختارهای اقتصادی و سیاسی منطقه تقویت می‌کند، بلکه می‌تواند به تدوین راهبردهای ملی و منطقه‌ای پایدار منجر شود.
